To ensure an efficient input to the UNFCCC process in 2010, BtG will closely monitor and assess the development of the climate talks.This will involve tracking the meetings that will take place, the general progress of these meetings, and the content of the session documentation.The BtG activities may be revised accordingly if appropriate.
Outline of "Bridging the Gap" Work Programme 2010
The Bridging the Gap (BtG) initiative launched by GTZ, Veolia Transport, TRL, UITP and more recently ITDP will build upon the success of the wide programme of activities that it conducted in 2009. Below is an overview of the planned activities for 2010. During the course of the year, BtG would welcome a close collaboration with specific SloCat partners or request them to peer review outputs.
The complete name of the initiative is « Bridging the gap : pathways for transport in the post 2012 process ».

2 Technical documents
- Review of submitted NAMA actions (completed - see http://www.transport2012.org/ bridging/ressources/files/1/586,NAMA-submissions_080210_final.pdf).
- Official UNFCCC submission on modalities and procedures for the development of standardized baselines (submitted on 20 March 2010).
- Proposal for a Sectoral Mechanism. This document will outline a potential sectoral approach to transport, including a special mechanism for transport. The document will aim to promote a sectoral approach similar to that of REDD in the forestry sector.This may be partly informed by a technical workshop organised by BtG.
- Practical guidance for developing countries' governments on clean technologies.This guidance will support national governments to foster clean transport technologies and to get support through an international technology mechanism. In doing so, it will provide information on the proposed Technology Mechanism and how this could be linked to existing institutions, guidance on transport TNAs, and a practical list of transport technologies relevant in developing countries, along with links to further reading.This may be partly informed by a technical workshop organised by BtG.
- Practical guidance and advice for national governments on financing.This document will provide guidance on how to link financing of sustainable low carbon transport to proposed and existing climate funds (i.e. GEF, CIF, regional and bilateral funds) and flexible mechanisms (i.e. CDM and JI).It will also outline financial support for NAMAs (i.e. CGCF and bilateral support).This will be partly informed by a technical workshop (to be held in later this year).
- COP16 outcome document.This paper will examine the outcome of COP16, focusing on the implications for the transport sector and next steps that should be taken.
3 Case Studies
BtG will carry out case studies throughout the year, subject to appropriate opportunities arising.The case studies will be conducted to pilot key concepts around the post 2012 framework (e.g. NAMAs), and to demonstrate the feasibility and wide potential of taking action in the transport sector.They will complement the practical guidance produced by demonstrating real life examples of where such approaches have been successfully adopted.The first stage of this process will be developing detailed templates for the case-studies.
4 Communication
As in 2009, BtG will:
- Host UNFCCC side events (Bonn, June 2010 and Cancun, November 2010).
- Organise a seminar for up to 100 transport and climate change experts/policy makers.This will be held in June 7th (Bonn) to share knowledge and next steps, along with expected outcomes from the COP16 meeting in Mexico in December 2010.
- Present at key international events.
- Engage in regular communication with national stakeholders.
- Maintain the BtG website (www.transport2012.org) and bi-monthly newsletter.
